The Australian skipper has secured 309 Test scalps in 71 appearances with an stellar bowling average.
Australia's chief selector Bailey has stated that skipper Cummins will be a central figure in the upcoming historic rivalry.
Rumors had circulated that the 32-year-old might miss the series due to a ongoing back issue that was still troubling him.
Earlier indications from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the Test matches set to start on the 21st of November in the WACA.
The selector shared that Cummins is "building up" and remained hopeful about the likelihood of participating.
"It's clear that the clock is ticking and various factors around that, aside from the back issue, but additional elements," the selector added.
"We're encouraged. There's strong faith that he will feature a major part. Hopefully starting in Perth. Otherwise, then we'll pick it up."
Past Concerns
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a lower back issue.
He has a history of recurring issues, with recurrences in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in a short span.
Cummins stated he would be bold in recovery efforts in his comeback strategy to ensure his availability for the Ashes.
He mentioned that he did not know if Cummins had begun bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to recover fully for the initial match.
Contingency Plans
If he's unavailable, former captain Steve Smith will lead the side.
The talented all-rounder was withdrawn recently from the national team for their ODI contests against the subcontinent side as a preventive step because of soreness in his side.
Bailey described it as a "minor" injury and mentioned that Green will play in the Sheffield Shield, so will be "in a good place to resume bowling."
"We put so much time has gone into developing the strategy for him to be available for the opening match as an all-rounder," he elaborated.
"Originally, he'd only feature in the starting games anyway. How he handles the willow in shorter formats, even if it just sets him back for 24 more hours, we just made the decision to take a cautious route."
